Mike Mulligan
Pete Sutton
Program Manager
Pete Sutton is Program Manager for the SAFTAS contract, supporting Headquarters Air Force Acquisition organizations with over 300 professional analysts and technicians. Mr. Sutton joined Alion Science and Technology in 2010 following two years with Perot Systems Government Services (now known as Dell Services Federal). Prior to that, he served over 35 years with the United States Air Force in a variety of assignments, both CONUS-based and overseas. Having begun his career as an RF-4C reconnaissance pilot assigned to US Air Force Europe (USAFE), Mr. Sutton ended his career as the chief, Office of Defense Cooperation-Turkey (US European Command). In that capacity, he led DoD security cooperation programs within Turkey to include F-16 Foreign Military Sales (FMS) and Joint Strike Fighter (JSF). Mr. Sutton is a graduate of the US Air Force Academy where he received a Bachelor of Science in Civil Engineering degree followed by a Masters of Science degree (CE) from the University of Illinois (Champaign-Urbana).

Deputy Program Manager
Jeff Musfeldt is the Deputy Program Manager for the SAFTAS contract. He joined Alion and the A-Team in 2008 after retiring from a distinguished Air Force career. His 38 years of military duty primarily revolved around fighter aircraft operations, however, the last five were in the Pentagon serving as the Air Force Deputy Inspector General. His background brings a unique blend of military and business experience to the contract's leadership. As most of his military time was in the reserve component, he also operated his own private business for more than 20 years. His Burger King franchise was one of the nation's most successful in terms of sales volume per restaurant. He earned a Bachelor's degree in Mathematics from the University of Iowa and a Master's degree from the University of Northern Colorado in Business Administration.

Tony Badolato is one of the SAFTAS Senior Managers providing oversight to more than 45 analysts and technicians. He joined the A-Team in 2001, first with the former Anteon Corporation and currently with Alion Science and Technology. Prior to his current position, he had positions supporting the Capabilities Directorate for Information Dominance Programs and the Acquisition Center of Excellence. Prior to joining the team, Mr. Badolato completed a successful career in the U.S. Air Force serving in the aircraft maintenance and acquisition career fields. He is certified Level III in Program Management. He was the Program Manager for Joint Primary Aircraft Training System (JPATS), the deputy in the NATO Alliance Ground Surveillance Project Office at NATO Hqs, and the Program Manager for the Joint Tactical Radio System (JTRS) architecture development. He earned his Bachelor of Science degree in Aerospace Engineering from the University of Pittsburgh and earned a Master of Science degree in Systems Management from the University of Southern California.

Powell Wilson is the Senior Program Manager with NCI, providing executive leadership for approximately 90 analysts. He has over 25 years of experience in high technology program acquisition management and engineering. Powell joined NCI following its acquisition of Karta Technologies in 2007 where he was Vice President of Acquisition Services. Prior to joining Karta, he held roles in management with Anteon Corporation and ANSER providing acquisition services support to Air Force C4ISR programs. He is retired from the Air Force after completing a career in defense acquisition. He was a program manager on numerous programs including ALQ-131 electronic countermeasures system, Sensor Fuzed Weapon (SFW) munition, and E-8 Joint STARS. He is a graduate of the AFIT Education with Industry Program Management Course, and DAU Program Managers Course. He is a certified Level III acquisition professional in Program Management. He earned a Bachelor of Science degree in Engineering from the US Air Force Academy and earned a Master of Science degree in Public Administration from Troy State University.

Tom "TK" Kelly provides executive leadership for approximately 115 A-Team members. His 27 years in the Air Force were split between operations, as an RF-4 WSO, and acquisition. His operational assignments included a combat tour in Southeast Asia. TK's acquisition assignments included SAF/AQ PEM for an ACAT I program, ASC Deputy Program Manager for an ACAT I program, and a tour at Warner Robins ALC as the Director of the U-2 Program. He had over 10 years of assignments in the Pentagon, completing his career as one of the CSAF's four joint planners. He is a DSMC (now DAU) graduate with certifications in Program Management and Acquisition Logistics. He graduated from West Virginia University with two Bachelors degrees in Biology and Business Administration and earned two Master's degrees in Business Administration and Aeronautical Sciences from Embry Riddle Aeronautical University.

Tom Nelson is a Jacobs Technology General Manager and is responsible for providing systems engineering and analytic support to such organizations as the Secretary of the Air Force (Acquisition), the Air Force Directorate of Space Acquisition, and the Joint Strike Fighter Program Office. Tom retired from the Marine Corps where he served for 20 years as a pilot and in a number of program management assignments for long range radar and electronic intelligence systems. He was Division Chief of the Headquarters Marine Corp Intelligence/Electronic Section. His operational flight experience includes high-tempo flight ops in combat and peacetime environments operating from both land bases and aircraft carriers in strike, electronic warfare, and tactical reconnaissance platforms. He has supported SAF/AQ program acquisition efforts for 22 years and has been heavily involved in the F-35 Program Office development of requirements and mission systems system engineering and integration for the last 14 years. He has graduated from DOD's DSMC, the Navy's Aircraft Maintenance Officer School and the Army's Logistics Management Center. He received a BS degree in Aerospace Engineering from North Carolina State University and an MS in Electrical Engineering from the Naval Postgraduate School.

Ken Overton is the senior CACI representative on the A-Team, responsible for managing information technology strategy and tools within the A-Team headquarters and providing technical support to the government client. His background includes a career with the US Army, where he held various positions to include two major command assignments at West Point. He has over 30 years of experience in computers, telecommunications and systems analysis, and has been supporting the US Air Force as a contractor since 1995. In his first position with ANSER, he assisted in the design and deployment of one of the first networks (AQNET) for a Headquarters Air Force organization, later expanding to over 7,000 users to become the Secretary of the Air Force Network (SAFNET). His undergraduate degree was from Park College and his Masters in Information Systems/Telecommunications from Capitol College.

SAFTAS Relocation Manager
Tom Stickford serves as the SAFTAS Relocation Program Manager. He is responsible for all relocation activities and operational changes required due to AQ's active duty and DoD civilian personnel return to the Pentagon. He retired from a successful Air Force career as a command pilot completing staff tours at MAJCOM, USTRANSCOM, and HQ USAF levels. He also served as Program Element Monitor for the KC-10/KC-135, Chairman of the Air Staff Global Mobility Panel where he was responsible for programming one-sixth of the AF budget, and Director of AF Weather. He earned a Bachelor of Science in Business from the University of Colorado, Boulder, a Master of Aerospace Science from Embry-Riddle University, and a Master of Science in National Security Strategy from the National War College.
